UNICRI Strategic Programme Framework 2019-2022

UNICRI 2019-2022 Strategic Programme Framework, contains the tools and approaches used by UNICRI to carry out its activities, as well as the Institute six strategic priorities.

Reflecting the threats and challenges identified through research and needs assessments, and analyses of evolving trends, as well as feedback from partners, academics, civil society, policymakers and practitioners, our Strategic Programme Framework for the period 2019-2022, will focus on the following priorities:

  • Preventing and countering violent extremism
  • Countering organised crime and fighting all forms of illegal trafficking and illicit financial flows
  • Reinforcing the rule of law in post-conflict countries
  • Security through research, technology and innovation
  • Threat response and risk mitigation: security governance
  • Preventing crime through the protection and empowerment of vulnerable groups.

In order to achieve these goals and confront the evolving array of traditional and emerging threats, UNICRI adopts a multi-sectoral and holistic approach, incorporating applied and action-oriented research, exchange and dissemination of knowledge and advocacy, training, field activities and the creation of strong partnerships as integral components.

The criminal justice, security and governance issues highlighted within the Strategic Programme Framework, along with the strategic priorities for the programme, have been carefully crafted to support and contribute to the UN 2030 Agenda for Sustainable Development. Implementing the strategic priorities established in the UNICRI programme reflects the aspirations embedded within the SDGs, and the Institute has the tools and expertise related to research, delivery of training, capacity building, technical assistance and policy support, to assist intergovernmental, governmental and non-governmental organizations in reaching the goals. UNICRI’s priorities are particularly aligned with Goal 16, which entails the promotion of peaceful and inclusive societies, access to justice and building effective and accountable institutions, as well as Goals 2, 3, 4, 5, 6, 8, 9, 11, 14 and 15.
