ABSTRACT |
The paper tries to put together a comprehensive review of the international drug control system today, in order to assess the effectiveness of the UN International Drug Control Conventions in the light of recent proposals for reform. A series of arguments based on the principles of drug legalization and harm reduction is then examined, ranging from the links between legalization and increase in crime rates, to the economics of drug legalization. The Author then focuses on international experience with legalization and harm reduction; then moves on to the analysis of policies against legalization giving special attention to the Swedish case. The position of the main international drug control bodies is also examined, as well as stringent human rights issues. || |
