ABSTRACT |
The book is based on the assumption that a thorough understanding of the historical context underlying a problem may be the key to designing the solution. The author argues that it is necessary to understand the historical roots of the phenomenon of piracy in South East Asia, such as the social and cultural background of peoples in South East Asia who still consider maritime piracy as a generating-income option, in order to develop an effective strategy and a comprehensive policy approach to counter maritime piracy. The approaches suggested by the author include the need for building national capacities of states in the region, and the strengthening of policing capabilities, information gathering and international cooperation. |
