ABSTRACT |
Even though cocaine is almost exclusively produced outside of Europe (mainly in the Andean-Amazonian region of South America), the picture of cocaine use and of cocaine trafficking in Europe is extremely and increasingly complex. The situation in Europe in changing: new cocaine smuggling routes are emerging and more and more cocaine-related problems are beginning to show in fields such as public health, security and public policy. The publication, jointly produced by EMCDDA and Europol, contains an overview of the actors involved in the cocaine illicit trade in Europe, and of the real dimension of the problem. Background information on production and trafficking techniques is also provided. The report also provides an overview of European initiatives to contrast the phenomenon of cocaine production, trafficking and abuse and how to address the problems it poses. |
