Presentation of the results of EUSEC and launching of the second phase - EUSEC II
Participants include representatives from 22 countries, UNICRI and EUROPOL
Rome, 7 July 2008. In the Italian Police School for Advanced Studies, a conference will be held in order to conclude the first European project (EU SEC) on security during major events. The project is coordinated by UNICRI - the United Nations Interregional Crime and Justice Research Institute – and funded by the European Commission.
The Rome conference, organised by the Department of Public Security - Office of Public Order - of the Italian Ministry of the Interior, will present, at an international level, the results of four years of activities of EU SEC, and will see the launch of the new edition of the project, EU SEC II. Among the objectives of EU SEC II, is the enhancement of the cooperation between public and private sectors in the field of security during major events.
This second phase, being launched in Rome, will be implemented by a consortium of 24 partners UNICRI, EUROPOL, and 22 EU Member States (Austria, Germany, Spain, Finland, France, the United Kingdom, Ireland, Italy, the Netherlands, Portugal, Greece, Lithuania, Romania, Slovakian Republic, Bulgaria, Slovenia, Estonia, Cyprus, Hungary, Malta, Sweden and Denmark).
EU SEC II intends to reinforce the coordination of research programmes and national research policies in the field of security during major events. In this way, EU-SEC II aims to facilitate the development of efficient, cost-effective security tools for Member States and to provide a research roadmap for relevant EU institutions.
The conference, which takes place in the impressive surroundings of the Police School for Advanced Studies, will be opened by the Director of the Office of Public Order, Mr Raffaele Aiello. This will be followed by contributions from National experts: Roberto Massucci Director of the National Centre of Information on Sporting Events; and Giuseppe Petronzi, Chief of the Italian general investigative and special operations division of Turin, as well as contributions from representatives from European Institutions and high-level experts in this field. Among these, Marco Malacarne, Chief of the Unit of Research and Development – Directorate General for Enterprise and Industry of the European Commission; Jean-Marc Milliot, Head of International Relations for the Directorate for the Formation of French National Police; Joachim Kersten, President of the Faculty of Political Science at the German Police Academy; Giancarlo Grasso Vice President of the European Forum for Innovation in Security Research.
Arrigo Sacchi, testimonial for the International Permanent Observatory (IPO) for Security during Major Events - an extensive international programme mandated specifically by a UN resolution for Security During Major Events - will also participate in the conference.
The three day event will be closed by the Italian Chief of Police, Antonio Manganelli, and the Director of UNICRI, Sandro Calvani.
According to Mr. Calvani “The Rome Conference represents a great opportunity to maximise the potential of the cooperation between countries and between the private and public sector in the field of security during major events. UNICRI is particularly proud of coordinating a programme which in few years has almost doubles its partners and hopes that this unique European experience could be adopted as a best practice in other regions of the world”.
