CTITF publishes UNICRI work
Analysis on Public-Private Partnerships
New York, 3 March 2009. UNICRI Security Governance/Counter-Terrorism Laboratory's analysis on public-private partnerships to strengthen the protection of vulnerable targets has reached an outstanding audience.
UNICRI acting within the framework of the CTITF Working Group on Strengthening the Protection of Vulnerable Targets launched in 2008 an initiative to enhance public-private partnerships (PPP).
The proposal was born on the assumption that neither the public, nor the private in their own can no longer manage the complex security of soft targets. This endeavour focuses on the protection of ‘soft’ targets comprising of areas where people routinely reside, gather or resort, including open places, places to which the public are admitted, as well as hotels, multi-national company premises and financial centres.
The initiative is grounded on an action-oriented analysis led by UNICRI's Lab that identified basic PPP principles and practices developed within different Member States which should be taken into account when designing, developing and implementing PPP policies.
The analysis was designed on the basis of the feedback received from public authority and private sector representatives from around the world that attended three ‘brainstorming’ meetings organized by the Working Group, as well as on the field research activities and testing events of UNICRI.
