Workshops in the Philippines and Cambodia to prepare the National Action Plan to mitigate chemical, biological, radiological and nuclear risks

The second round of Workshops on the Chemical, Biological, Radiological and Nuclear (CBRN) National Action Plan (NAP) took place in the Philippines and Cambodia. The two-day workshops are part of the European Union (EU) Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence (CoE) initiative. The EU CBRN CoE Risk Mitigation Initiative facilitates regional cooperation and enhances CBRN policies and capabilities by creating a network of regional initiatives to promote and support the development and implementation of a national CBRN policy.
The overall purpose of the National CBRN Action Plan is to articulate a national vision for CBRN risk mitigation and identify priorities for building capacity; facilitate the identification and implementation of projects as well as ensure that capacity building is part of a coordinated and sustainable approach.The National Action Plans are designed to ensure that separate efforts are incorporated into one coherent approach, strengthening national CBRN capacities for prevention, detection, preparedness and response to CBRN threats.
The main objective of the second workshops was for National CBRN teams and international experts of each country to present and review the draft National CBRN Action Plans with a particular focus on identification of priorities. The workshops were part of a series of interrelated meetings aimed at formulating a National CBRN Action Plan for each partner country.
The initiative involves over 40 countries in 8 regions of the world – and South-East Asia is a success story with Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.
The EU CBRN CoE Initiative is jointly implemented by the European Union and the United Nations Interregional Crime and Justice Research Institute (UNICRI), and entirely financed by the EU. It aims at strengthening regional security by increasing local ownership, local expertise and long-term sustainability. This includes sharing good practices and capabilities, developing guidelines as well as identifying, collecting, analysing and deploying resources to respond to the needs identified by partner countries.
