Premier atelier pour la préparation du Plan d'Action National pour la diminution des risques NRBC au Burundi
Le premier atelier pour la rédaction du Plan d’Action National (PAN) du Burundi pour la diminution des risques Nucléaires, Radiologiques, Biologiques et Chimiques (NRBC) s’est tenu les 23 et 24 avril 2015 à Bujumbura, Burundi.
L'atelier s’inscrit dans l’initiative des Centres d’Excellence de l’Union Européenne (UE CdE) pour la diminution des risques NRBC et représente l’étape initiale dans le cadre du développement du PAN du Burundi. L’objectif principal de ce premier atelier était d’identifier les risques NRBC pertinents au Burundi en réunissant l’Equipe Nationale NRBC et les parties prenantes du Burundi avec les experts internationaux de l’UNICRI.
Une vingtaine de représentants des ministères et experts nationaux ont participé à l’évènement, dont l’ouverture a été effectuée par le Point Focal National du Burundi des CdE, M. l’Ambassadeur Karonkano, du Ministère des Relations Extérieures et de la Coopération Internationale.
Les repésentants nationaux présents étaient les suivants: Ministère de la Justice; Ministère de la Sécurité Publique; Ministère des Finances et des Douanes; Ministère de la Défense Nationale; Ministère de la Santé Publique et de lutte contre le Sida; Ministère de l’Energie et des Mines; Ministère de l’Agriculture et de l’Elevage Ministère de l’Eau, de l’Environnement, de l’Aménagement du Territoire et de l’Urbanisme; Ministère de la Fonction publique, du Travail et de la Sécurité Sociale; Ministère des Transports, des Travaux Publics et de l’Équipement; Ministère du Commerce de l'Industrie des Postes et du Tourisme; l’Observatoire pour l’Utilisation Pacifique de la Chimie; Bureau Burundais de Normalisation.
L’objectif du Plan d’Action National est de développer une vision nationale unique pour la diminution des risques au sein d’un Plan NRBC d’Action National et d’identifier des priorités pour le renforcement des capacités. Le Plan d’Action National est conçu de manière à garantir l’intégration des différents efforts dans une approche cohérente, renforçant ainsi les capacités nationales pour la prévention, la détection, la préparation des réponses, et la réaction aux menaces NRBC. L’initative vise également à faciliter l’identification et la mise en oeuvre de projet et à garantir que le renforcement des capacités s’intègre dans une approche coordonnée et durable.
L’initiative UE CdE NRBC est financée par la Commission Européenne et mise en œuvre conjointement par l’Institut Interrégional de Recherche des Nations Unies sur la Criminalité et la Justice (UNICRI) et le Centre commun de recherché de la Commission Européenne (JRC). Le Service Européen pour l’Action Extérieure participe également au suivi de l’initiative. L’initiative est mise en place avec le soutien technique d’organisations internationales et régionales compétentes ainsi que les pays membres de l’UE et autres parties prenantes . L’initiative compte 51 pays dans huit régions du monde.

First workshop to prepare the National Action Plan for CBRN Risk Mitigation in Burundi
The first workshop for the drafting of the National Action Plan (NAP) for Burundi to mitigate Chemical, Biological, Radiological and Nuclear (CBRN) risks took place on 23 – 24 April 2015 in Bujumbura, Burundi.
The workshop was held as part of the European Union CBRN Risk Mitigation Centres of Excellence initiative (EU CBRN CoE) and represents the first step in the development of a NAP for Burundi. The main objective of this first workshop was to identify the relevant CBRN risks in Burundi by bringing together the National CBRN team and stakeholders from Burundi along with international experts from UNICRI.
Twenty representatives of Ministries and national experts participated in the event which was opened by the CoE National focal Point of Burundi, Ambassador Karonkano, of the Ministry of External Relations and International Cooperation.
The national representatives present were the following: Ministry of Justice; Ministry of Public Security; Ministry of Finances; Ministry of National Defence; Ministry of Public Health and Fight against AIDS; Ministry of Energy and Mines; Ministry of Agriculture and Livestock; Ministry of Water, Environment, Territory Management and Urbanism; Ministry of Civil Service, Labour and Social Security; Ministry of Transports, Public Works and Equipment; Ministry of Commerce, Industry, Posts and Tourism; the Chemical Pacific Use Observatory; and the Burundian Office of Standards.
The overall purpose of the National Action Plan is to articulate a national vision for risk mitigation into a national CBRN action plan and to identify priorities for building capacity. The action plan – to be developed in a series of workshops – will be designed to ensure that separate efforts are incorporated into one coherent approach, thus strengthening national capacities for prevention, detection, preparedness and response to CBRN threats. The initiative also facilitates the identification and implementation of projects and ensures that capacity building is part of a coordinated and sustainable approach.
The EU CBRN CoE Initiative is funded by the European Commission and implemented in cooperation with the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the European Commission Joint Research Center (JRC). The European External Action Service is also involved in the follow-up of the initiative. The initiative is developed with the technical support of relevant international and regional organisations, the EU Member States and other stakeholders, through coherent and effective cooperation at the national, regional and international level. The initiative involves 51 countries in 8 regions of the world.
