EU CBRN CoE Risk Mitigation Initiative
Final Workshop for the preparation of the CBRN National Action Plan of the Democratic Republic of the Congo

The third in a series of workshops for the development of the Chemical, Biological, Radiological and Nuclear (CBRN) National Action Plan (NAP) of the Democratic Republic of the Congo (DRC) was held on 18-19 May 2016 in Kinshasa. The two-day workshop was part of the European Union (EU) Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence (CoE) Initiative aiming at strengthening national and regional security by developing instruments and policies for the mitigation of risks.
The workshop in Kinshasa represented the final step in the development of the CBRN National Action Plan (NAP) for the DRC. The event, organized in collaboration with the Ministry of Scientific Research and Technology, was opened by the Chief of Staff, Mr. Florimond Nyamoga Kabanda. The National Focal Point, Mr. Edouard Booto Bokonda, welcomed the participants and thanked the Minister of Scientific Research for his continuous support. The Eastern and Central Africa Regional Coordinator commended the National Team for its commitment and hard work in promoting the preparation of the National Action Plan.
The overall purpose of the National Action Plan is to articulate a national vision for CBRN risk mitigation and to identify priorities for building capacity in this area. It also facilitates the identification and implementation of projects and ensures that capacity building is part of a coordinated and sustainable approach. The NAP is designed to ensure that separate efforts are incorporated into one coherent approach that strengthens national CBRN capacities for prevention, detection, preparedness and response to CBRN threats. Its development is based on a voluntary and bottom-up approach entirely led by countries who decide which information to include in the NAP and how it will be used.
The main objective of the workshop was for the National CBRN Team and international experts to conduct a final review of the National Action Plan.
The National agencies represented at the workshop were: the National Intelligence Agency (ANR); the Geological and Mining Research Centre (CRGM); the DRC CBRN Centre of Excellence Coordination Unit; the National Committee for Protection against Ionizing Radiation (CNPRI); the General Atomic Energy Commission (CGEA); the Standing Committee for the Law Reform of Congo (CPRDC); the National Nuclear Security Council (CNSN); the Firemen Corps of Kinshasa (CSP-KIN); the Congolese National Police (PNC); the General Directorate for Migration (DGM); the National Biomedical Research Institute (INRB); the Ministry of Agriculture; the Ministry of Defence, the Ministry of Environment; the Ministry of Foreign Affairs (MINNAFET); the Ministry of Hydrocarbons (MINHYD); the Ministry of Health; the Ministry of Interior and Security; the Ministry of Justice and Human Rights; the Ministry of Public Health; the Ministry of Scientific Research and Technology; the Ministry of Transport, the Congolese Control Office (OCC); the Global Programme for Hygiene at Borders (PMHF); the National Programme for Emergency and Humanitarian Action; and the Congolese Association of Chemists (SOCHIMCO).
The meeting was also attended by experts from the EC Joint Research Centre (JRC) and UNICRI, who facilitated the work of the National Team.
The EU CBRN CoE Risk Mitigation Initiative involves 53 countries in 8 regions of the world, is funded by the European Union and is jointly implemented by the United Nations Interregional Crime and Justice Research Institute (UNICRI) and the European Commission Joint Research Centre (JRC). The initiative has been developed with the technical support of relevant international and regional organizations, the EU Member States and other stakeholders, through coherent and effective cooperation at the national, regional and international level. The EU CBRN CoE Risk Mitigation Initiative aims at strengthening regional security and safety by sharing good practices and capabilities, by developing guidelines, by identifying and deploying resources to respond to the needs identified by partner countries and by supporting the development of national CBRN policies.
