Artificial Intelligence and Robotics: Reshaping the Future of Crime, Terrorism and Security

United Nations HQ, New York, 2 April 2019. UNICRI, together with the International Criminal Police Organization (INTERPOL) and the Permanent Missions to the United Nations of Georgia, the Kingdom of the Netherlands and the United Arab Emirates, will convene a high-level event at the United Nations Headquarters in New York. The meeting will focus on the role artificial intelligence (AI) and robotics can play in combatting crime, countering terrorism and strengthening security, as well the various challenges that come with advancements in these technologies.
Growing technological advancements in the field of AI and robotics are revolutionizing our society. For law enforcement and security agencies, these technologies can support in the identification of persons of interest, stolen vehicles or suspicious sounds and behavior; predicting trends in criminality or terrorist action; tracking illicit money flows; and flagging and responding to terrorist use of the internet. Their use is not without its challenges however, as ensuring respect for fundamental human rights remains a condicio sine qua non.
At the same time, these technologies are only as good as their user. In the hands of criminals or terrorist organizations such versatile technologies could enable new digital, physical and political threats. Criminal and extremist groups are increasingly employing new technologies in the pursuit of their objectives. Law enforcement and security agencies must be prepared for this and the emergence of new threats and crimes as these technologies become more accessible and pervasive throughout society.
Building upon the results of the UNICRI-INTERPOL Global Meeting on the Risks and Opportunities of AI and Robotics for Law Enforcement in July 2018, the event in New York will take stock of the latest developments and explore the challenges during a high-level discourse and technical panel discussion.
Panellists will include the New York Police Department (NYPD); the National Criminal Investigation Service of Norway; United Nations Police (UNPOL); the North Atlantic Treaty Organization (NATO) Communication and Information Agency; the Organization for Security and Cooperation in Europe (OSCE); Ernst & Young; Odlum Global Strategies; Google; 1QBit; and PredPol.
