Final Workshop in Cambodia to prepare the National CBRN Action Plan to mitigate Chemical, Biological, Radiological and Nuclear risks

As part of the European Union (EU) Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence (CoE) Initiative, the third and final workshop on the Cambodian CBRN National Action Plan (NAP) was held on 2 June 2014 in Cambodia. The one-day workshop was formally opened by Mr Alain Vandersmissen, Chargé d'Affaires a.i of the European Union Delegation to Cambodia and by HE General Chey Son, Secretary General, Ministry of Defence. This workshop represents the last step forward in the development of the National CBRN Action Plan.
The overall purpose of the Cambodian CBRN Action Plan is to articulate a national vision for CBRN risk mitigation and to identify priorities for sustainable capacity building. The Action Plan is designed to make sure that separate efforts are incorporated into one coherent approach that strengthens national capacities for prevention, detection, preparedness and response to CBRN threats.
The main objective of the workshop was for the National CBRN Team and international experts to conduct a final review of this Action Plan and to bring together high-level political officials to endorse the plan at the national level.
The EU CBRN Risk Mitigation CoE initiative involves some 45 countries in 8 regions of the world – and South-East Asia is a success story with Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam participating. It creates a network of regional initiatives and supports the development and implementation of a national CBRN policy.
The EU CBRN CoE Initiative is jointly implemented by the European Union and the United Nations Interregional Crime and Justice Research Institute (UNICRI), and entirely financed by the EU. It aims at strengthening regional security by increasing local ownership, local expertise and long-term sustainability. This includes sharing good practices and capabilities, developing guidelines as well as identifying, collecting, analysing and deploying resources to respond to the needs identified by partner countries.
