High-level round table meeting on chemical, biological, radiological and nuclear (CBRN) Risk Mitigation

The Hague, 8 May 2014. The Netherlands Institute of International Relations ‘Clingendael’ and the United Nations Interregional Crime and Justice Research Institute (UNICRI) organized a high-level round table meeting on the UNICRI CBRN Risk Mitigation and Security Governance Programme.
The meeting - which took place on 8 May 2014 at the Clingendael Institute, The Hague, The Netherlands - focused on UNICRI Security Governance Programme which aims at promoting a high level of co-operation among countries and international and regional organizations. UNICRI Security Governance Programme addresses the fragmentation of CBRN strategies and supports the development of an holistic CBRN approach that incorporates all international, regional and national CBRN components into a common strategy. In this framework all stakeholders, while operating autonomously, establish common objectives and a security culture based on common learning and sharing of lessons learnt. The main objective of the Programme is to avoid the lack of coordination and preparedness related to CBRN risks at the national level and the fragmentation of responsibilities within a region which can result in catastrophic scenarios.
During the meeting at the Clingendael Institute, the discussion focused on the Programme’s effectiveness to mitigate CBRN risks and its potential to be expanded with specific focus to the area of biosafety and biosecurity, advances in biotechnology and intelligence sharing.
The round table meeting was moderated by Mr. Sico van der Meer from the Clingendael Institute; Mr. Francesco Marelli, Head, CBRN Risk Mitigation and Security Governance of UNICRI; and Irakli Beridze, UNICRI Senior Strategy and Policy Advisor. Participants included high level representatives of international organisations, ambassadors and permanent representatives, high ranking officials from various Dutch Ministries, representatives of relevant agencies, non-governmental organisations and the academia.
