ECOSOC approves resolution on the appointment of two members and re-appointment of two members of the Board of Trustees of UNICRI
New York, 23 July 2019. During its 36th Session, the Economic and Social Council (ECOSOC) endorsed the appointment of Carolina Lizárraga Houghton (Peru) and Youngju Oh (Republic of Korea) and the re-appointment of Carlos Castresana Fernández (Spain) and Joel Antonio Hernández García (Mexico) as members of the Board of Trustees of the United Nations Interregional Crime and Justice Research Institute (UNICRI). The staff of UNICRI warmly welcome the re-appointment of the two current Board members, and the appointment two newly selected members.
The Board of Trustees is the governing body of UNICRI. It formulates principles, policies and guidelines, approves the work programme and budget proposal, evaluates the Institute's completed and ongoing activities and reports to the Economic and Social Council through the United Nations Commission on Crime Prevention and Criminal Justice.
The Board of Trustees is composed by seven members selected by the Committee on Crime Prevention and Control upon nomination by the Secretary-General and endorsed by the Economic and Social Council, with due regard to the fact that the Institute and its work are funded from voluntary contributions and to the principle of equitable geographical distribution. The members are chosen from among eminent persons who possess the necessary qualifications and expertise. They serve in their individual capacity for a term of five years and are eligible for reappointment by the Committee on Crime Prevention and Control with the endorsement of the Economic and Social Council for not more than one additional term.
About the newly appointed Board members
Carolina Lizárraga Houghton
Carolina Lizárraga Houghton (Peru), is an attorney-at-law who trained at the Pontifical Catholic University of Peru. She completed her doctoral studies in criminal law at the University of Salamanca. Carolina Lizárraga Houghton has a master’s degree (Master of Laws) from Yale University and a master’s degree in legal argumentation from the University of Alicante. She was a student of the School of Humanities, with a specialty in psychology at the Pontifical Catholic University of Peru.
Carolina Lizárraga Houghton is former Chief of the National Anti-Corruption Organization and former Anti-Corruption Superior Judge of the Superior Court of Justice of Lima and of the second and sixth Anti-Corruption Chambers of the Court of Justice of Lima. She has international experience in establishing anti-corruption policies and in chairing multinational task forces.
Youngju Oh
Youngju Oh (Republic of Korea), is a professor at the Korea National Diplomatic Agency. Prior to that, Youngju Oh was Deputy Minister for Multilateral and Global Affairs at the Ministry of Foreign Affairs of the Republic of Korea and Special Adviser to the Minister, Director General for Development Cooperation and Deputy Director General for Development Cooperation of the Ministry of Foreign Affairs.
Youngju Oh also served as Ambassador and Deputy Permanent Representative to the Permanent Mission of the Republic of Korea to the United Nations in New York, Director General of the Nuclear Security Summit Preparatory Secretariat, Counsellor at the Korean Embassy to China and Director, United Nations Division, at the Ministry of Foreign Affairs and Trade.
Youngju Oh was also Consul at the Consulate General of the Republic of Korea in Fukuoka, Japan, and First Secretary at the Permanent Mission of the Republic of Korea to the United Nations in New York.4.Youngju Oh holds a master’s degree in Pacific international affairs and passed the High Diplomatic Service Examination
