Coordination and Assessment Mission in South East Asia
EU CBRN Risk Mitigation CoE Initiative

A coordination and assessment mission carried out by Professor Gismondo in South East Asian countries, took place from July 14th until August 1st 2014 within the framework of the project 3 “Knowledge development and transfer of best practices on bio-safety/bio-security/bio-risk management”.
The project is part of the European Union Chemical, Biological, Radiological, Nuclear Risk Mitigation Centres of Excellence initiative (EU CBRN CoE). The initiative is aimed at strengthening national and regional security by developing instruments and policies for the mitigation of chemical, biological, radiological and nuclear risks. This includes sharing of good practices and capabilities in terms of expertise, training, technical assistance and equipment, in order to collect and deploy resources to respond to the needs identified by partner countries.
Prof. Maria Rita Gismondo, who is the South East Asia Regional Coordinator for project 3, undertook a three-week visit to partner countries in the region, namely Brunei Darussalam, Cambodia, Lao PDR, Myanmar, the Philippines, Singapore and Vietnam. The mission was first and foremost aimed at supporting the last phase of the project, namely the one in which national experts become trainers in their countries (Train-the-Trainers). Moreover, the mission enabled the successful collection of evaluations, suggestions and expectations on past, present and future phases of the project. It also aimed to assess the present state-of-the art concerning the implementation of the project in the region and last but not least to reinforce trust and enlarge the network of contacts, while improving inter-regional cooperation. During the mission, Prof. Gismondo met National Experts and National Focal Points and visited their institutions. The meetings took place in a very fruitful and cooperative atmosphere which confirmed strong synergies are in place to achieve projects’ results.
The EU CBRN CoE initiative is funded by the European Commission and implemented in cooperation with the United Nations Interregional Crime and Justice Research Institute (UNICRI). The European External Action Service is also involved in the follow-up of the initiative. The initiative is developed with the technical support of relevant international and regional organisations, the EU Member States and other stakeholders, through coherent and effective cooperation at the national, regional and international level. The initiative involves 47 countries in 8 regions of the world.
