First meeting of the working group on chemical threats for the preparation of the National Action Plan of Georgia

Within the framework of the European Union Chemical, Biological, Radiological and Nuclear Risk Mitigation Centres of Excellence (CoE EU CBRN CoE) initiative, on 1 May 2014, the first meeting of the Working Group on threats associated with chemical material (established within the framework of Georgia's Inter-Agency CBRN Council) was held in Tbilisi within the premises of the Academy of the Ministry of Internal Affairs of Georgia.
The initiative aims to mitigate CBRN risks of natural, accidental or criminal, origin by promoting a coherent policy, improving coordination and preparedness at national and regional levels and by offering a comprehensive approach covering legal, scientific, enforcement and technical issues. It mobilizes national, regional and international resources to develop a coherent CBRN policy at all levels, thereby aiming to ensure an effective response.
CBRN CoE National Teams are responsible for assessing countries' needs. Following the assessment, National Teams develop their own National Action Plans. National CBRN Action Plans aim to articulate a national vision for CBRN risk mitigation and identify priorities for building capacity; facilitate the identification and implementation of projects as well as ensure that capacity building is part of a coordinated and sustainable approach. The National Action Plans are designed to ensure that separate efforts are incorporated into one coherent approach, strengthening national CBRN capacities for prevention, detection, preparedness and response to CBRN threats.
The initiative is based on networking, regional and international partnerships. It consolidates and optimises existing capabilities while increasing local ownership, local expertise and long-term sustainability. The initiative addresses regional CBRN needs through tailored projects and aims at strengthening a regional culture of safety and security. The initiative involves 45 countries and has been launched in 8 different regions of the world.
The meeting in Georgia was attended by twenty representatives of eleven different ministries and agencies, other relevant Georgian stakeholders as well as by Mr. Givi Amiranashvili, Head of Tbilisi EU CBRN CoE Regional Secretariat; Mr. Francesco Miorin, UNICRI Regional Coordinator and Mr. Irakli Beridze, UNICRI Senior Strategy and Policy Adviser. The meeting was aimed at starting discussions for the drafting of the CBRN National Action Plan of Georgia within the framework of Georgia's National CBRN Threat Reduction Strategy, officially approved by the Council of Ministers in February 2014.
During the meeting, the participants discussed major issues related to threats associates with toxic chemical in Georgia and agreed on next steps for the drafting and official adoption of the Georgian CBRN National Action Plan.
