High-level side event in Cambodia on the National CBRN Action Plan

The first CBRN National Action Plan of Cambodia was presented in Phnom Penh, Cambodia, on 15 October 2014 in a side-event organised by the government of Cambodia with the support of the European Union and the United Nations Interregional Crime and Justice Research Institute (UNICRI). The side-event took place in the framework of the Workshop on the Implementation of the United Nations Security Council Resolution 1540 (2004) which was organised by Cambodia and the United Nations Office for Disarmament Affairs (UNODA).
The development of the CBRN National Action Plan was supported by the European Union Chemical, Biological, Radiological and Nuclear Risk Mitigation Centres of Excellence (EU CBRN CoE) Initiative. The Initiative promotes and supports the development and implementation of national CBRN policies and creates a network of regional initiatives. It aims at strengthening regional security by increasing local ownership, local expertise and long-term sustainability. This includes sharing good practices and capabilities, developing guidelines as well as identifying, collecting, analysing and deploying resources to respond to the needs identified by partner countries.
Cambodia is among a pioneering group of countries that have developed their CBRN National Action Plans. The development of the Plan is the result of three workshops, expert visits and internal coordination meetings at the national level. The Plan is a unique document produced by the National CBRN Team in coordination with relevant international organisations. It articulates a national vision of safety and security, and identifies a consolidated set of priorities to strengthen national CBRN capacity. Its development is based on a voluntary and bottom-up approach entirely led by Cambodia, being the country that decided which information to include in the National CBRN Action Plan. Through the Plan, it will be possible to enhance national inter-agency coordination and to identify regional priorities.
The EU CBRN CoE Initiative is jointly implemented by the European Union and the United Nations Interregional Crime and Justice Research Institute (UNICRI), and entirely financed by the EU. It aims at strengthening regional security by increasing local ownership, local expertise and long-term sustainability. This includes sharing good practices and capabilities, developing guidelines as well as identifying, collecting, analysing and deploying resources to respond to the needs identified by partner countries. The initiative involves 48 countries in 8 regions of the world.
